Proxy-led accountability for natural resource extraction in rentier states

The resource curse literature suggests that, in fragile states dependent on natural rents, structures of public accountability are weak because an elite-controlled political economy indifferent to social and ecological interests. We examine claims made by non-domestic proxy actors, holding governments corporations accountable behalf communities adversely affected resources extraction. This conceptualization is suggested proxy-led transnational mobilization against mining-related damage the Democratic Republic Congo. identify ‘hourglass’ structure actor engagement with communities: In a first phase, proxies rely mechanisms define standards remotely. second ‘narrow’ gap seeking compliance information from communities. However, third this ‘widens’ again when remotely seek sanctions responsible actors. discuss applicability heuristic framework practices other resource-dependent rentier states.
